(a) A purchasing group shall [provide] SUBMIT TO the Commissioner [with], a
statement of registration, [for which the Commissioner shall determine a filing fee]
ACCOMPANIED BY THE PAYMENT OF THE FEES REQUIRED UNDER § 41 OF THIS
ARTICLE, designating the Commissioner as its agent for the purpose of receiving service
of legal documents or process.

(D) (1) THE COMMISSIONER SHALL HAVE THE POWERS AND AUTHORITY
UNDER THIS SUBTITLE TO CONDUCT INVESTIGATIONS AND EXAMINATIONS OF
BOOKS, RECORDS, AND ACCOUNTS OF AN ADMINISTRATOR TO THE SAME EXTENT
AS VESTED IN THE COMMISSIONER UNDER SUBTITLE 2 OF THIS ARTICLE WITH
RESPECT TO THE EXAMINATION OF INSURERS.
(2) THE EXPENSE OF AN EXAMINATION OF AN ADMINISTRATOR SHALL
BE PAID FOR AS PROVIDED UNDER § 33 OF THIS ARTICLE.
Article 48B—Motor Clubs

[On and after January 1, 1972, it]; IT shall be unlawful for any person to provide
motor club services or do business as a motor club in this State without having first met
the requirements of this article, and. having obtained a certificate of authority from the
Division as approved by the Commissioner pursuant to this article. The fee for such
certificate shall be [two hundred dollars], $200 for the initial license and [one hundred
dollars]. $500 each year for the renewal thereof.

(b) The applicant shall furnish to the Commissioner such data and information as
the Commissioner may deem reasonably necessary to enable him to determine, in
accordance with the provisions of this article, whether or not a certificate of authority
should be issued to the applicant. It shall be executed under oath by the applicant, or if
other than an individual; by an authorized officer of the applicant, and the information
filed with the application shall include the following:
(7) In the event an application for certificate of authority filed hereunder is
not approved, the Division shall retain [fifty dollars] $100 of the fee paid to it in
connection with said application and return the balance to the applicant.
Article—Health—General
19-709.
(a) When a health maintenance organization files its initial application for a.
certificate of authority to operate, it shall pay to the Commissioner a fee of [$300], $200.
