SECTION 3. AND BE IT FURTHER ENACTED, That this Act is an emergency
measure, is necessary for the immediate preservation of the public health and safety, has
been passed by a yea and nay vote supported by three-fifths of all the members elected to
each of the two Houses of the General Assembly, and shall take effect from the date it is
enacted.

AN ACT concerning
Pension Law - Code Revision
FOR the purpose of adding two new divisions to the State Personnel and Pensions
Article, to be designated and known as "Division II - Pensions" and "Division III -
Other Retirement and Pension Provisions", to revise, restate, and recodify the laws
of the State relating to State and local retirement and pension systems and other
retirement benefits; specifying the scope and application of the laws relating to
State and local retirement and pension systems and other retirement benefits;
amending certain definitions; defining certain terms; repealing certain inconsistent
and obsolete laws; transferring certain provisions of law to the Session Laws;
providing for the effect of the Revisor's Notes contained in this Act; providing for
the continuity of certain terms of office; providing for the effect of this Act on any
change in nomenclature; providing for the effect, construction, and effective date of
the provisions of this Act; and generally relating to State and local retirement and
pensions systems and other retirement benefits.
