changes in the report as are necessary to render substantial and equal justice to all
persons concerned. The county commissioners may, in their discretion, reject the report,
refer it back to the drainage viewers for amendment or reconsideration in view of the
objections presented, or they may confirm the report as they received it or as it may have
been amended. Upon confirmation of the report BY THE COUNTY COMMISSIONERS,
THE BOARD OF MANAGERS SHALL BE EMPOWERED TO INSTALL, OPERATE, AND

cost of the proposed drainage improvements, and empowered to carry out the plan of
improvement as designated in the report of the drainage viewers.]
