Ch. 735                                        1994 LAWS OF MARYLAND

11.

(a) [Within guidelines developed] IN ACCORDANCE WITH REGULATIONS AND
POLICIES ADOPTED by the [Special Secretary of the Office for Children, Youth, and
Families] SUBCABINET, each local jurisdiction shall establish or designate a local
planning entity to [ensure the implementation of] COLLABORATIVELY PLAN,
ALLOCATE RESOURCES, IMPLEMENT, SUPERVISE, AND EVALUATE a local, interagency
service deliver)' syst
em for children, youth, and families,

(b) In establishing the local planning entity, a local jurisdiction may elect to:

(1) [Appoint] DESIGNATE a quasi public NOT FOR PROFIT entity not to
be considered an instrum
entality of the local government;

(2) Designate a public entity to be considered an instrumentality of the local
gov
ernment; or

(3) Establish a regional entity to represent multiple jurisdictions.

(C) THE LOCAL PLANNING ENTITY SHALL BE GOVERNED BY A BOARD
APPOINTED IN ACCORDANCE WITH THE REGULATIONS AND POLICIES ADOPTED
UNDER SUBSECTION (A) OF THIS SECTION.

(D) THE LOCAL PLANNING ENTITY SHALL COORDINATE, INTEGRATE, AND
OVERSEE ALL STATE FUNDED CHILDREN AND FAMILY SERVICES WITHIN THE
JURISDICTION OR REGION, INCLUDING ALL PLANNING ACTIVITIES FOR SUCH
SERVICES AND ESTABLISH OUTCOME MEASURES FOR THE EVALUATION OF THE
LOCAL INTERAGENCY SERVICE DELIVERY SYSTEM.

12.

(a) The [Office] SUBCABINET for Children, Youth, and Families shall bo the
lead agency for supervising and monitoring a statewide, community based interagency
sy
stem of comprehensive early intervention services to eligible infants and toddlers, birth
through age 2, and their families.

(d) An interagency coordinating council shall be appointed by the Governor with
th
e advice and consent of the Senate, and shall:

(1) Advise and assist the [Office for Children, Youth, and Families]
SUBCABINET in the supervision and monitoring of the interag
ency system of early
int
ervention services; and

(e) Local lead agencies shall be established or designated in each county and
Baltimore City to administer the int
eragency system of early intervention services in their
subdivision, under the dir
ection of the [Office for Children, Youth, and Families]
SUBCABINET.

(g) The [Office for Children, Youth, and Families] SUBCABINET shall adopt
[rules and] regulations necessary to carry out the provisions of this section.
