(2) A RAFFLE CONDUCTED UNDER A PERMIT ISSUED UNDER THIS
SECTION MAY NOT LAST MORE THAN 1 YEAR FROM THE DATE THE PERMIT IS
ISSUED TO THE DATE THE LAST PRIZE IS AWARDED.
(3) THE COUNTY COMMISSIONERS MAY REGULATE THE NUMBER OF
RAFFLE PERMITS AN ORGANIZATION MAY RECEIVE IN A YEAR.
(I) AN ORGANIZATION WHICH IS ISSUED A PERMIT UNDER THIS SECTION
SHALL SEND, WITHIN 30 DAYS AFTER EACH FUND-RAISER, TO THE COUNTY
COMMISSIONERS:
(1) AN ACCOUNTING OF ALL FUNDS RECEIVED OR PLEDGED;
(2) AN ACCOUNTING OF ALL EXPENSES PAID OR INCURRED; AND
(3) A STATEMENT UNDER OATH OF THE APPLICATION OF THE NET
PROFITS.
(J) A PERSON OR ORGANIZATION THAT VIOLATES ANY PROVISION OF THIS
SECTION IS GUILTY OF A MISDEMEANOR AND ON CONVICTION IS SUBJECT TO A FINE
NOT EXCEEDING $1,000 OR IMPRISONMENT NOT EXCEEDING 1 YEAR, OR BOTH. EACH
DAY OF VIOLATION CONSTITUTES A SEPARATE OFFENSE.

Nothing in this subtitle'shall be construed to make it unlawful for any volunteer fire
company or bona fide fraternal, civic, war veterans', religious or charitable organization
or corporation in Kent County to conduct or hold a carnival, bazaar or raffle for the
exclusive benefit of any such volunteer fire company or fraternal, civic, war veterans',
religious or charitable organization or corporation, provided that no individual or group
of individuals shall benefit financially from the holding of any such bazaar, carnival or
raffle or shall receive or be paid any of the proceeds from any such carnival, bazaar or
raffle for personal use or benefit. At such carnival, bazaar or raffle, it shall be lawful to
award prizes by such devices as are commonly designated as paddle wheels, wheels of
fortune, chance books or bingo, provided, however, that before any such carnival, bazaar
or raffle shall be operated, such group, organization or corporation shall first obtain from
the County Commissioners of Kent County a permit, which permit shall provide that such
carnival, bazaar or raffle shall be managed and operated only by members of such group,
organization or corporation personally.
Any person, association or corporation knowingly operating or attempting to
operate a carnival, bazaar or raffle as authorized by this section in violation thereof, shall
upon conviction thereof, be subject to a fine not exceeding one thousand dollars ($1,000)
or imprisonment for not more than one year or both to such fine and imprisonment in the
discretion of the court.]
