(3) In addition to the information required under paragraph (2) of this
subsection, the seller shall file with the Commissioner of Consumer Credit the
purchaser's name, address, and business address. The Commissioner may provide to the
borrower the purchaser's name, address, and business address if the Commissioner
determines that the borrower must have the information in order to ascertain that:

and

(i) The sale was accomplished in a commercially reasonable manner;

(ii) Any alleged deficiency balance due the seller is, in fact, due.

(4) The Commissioner of Consumer Credit may make a determination
concerning any private sale that the sale was not accomplished in a commercially
reasonable manner. Upon that determination, the Commissioner may enter an order
disallowing any claim for a deficiency balance.

Error: Function paragraph of bill being cured incorrectly indicated that §
12-1021(j), rather than (j)(l), of the Commercial Law Article was being
amended.

Article - Education

5-110.

(a)     This section does not apply to:

(1)     Baltimore City;

(2)     Contracts for the purchase of books and other materials of instruction as
defined in the State Department of Education Financial Reporting Manual; and

(3)     Emergency repairs required during the regular school year.

(b)     (1) If the cost of any school building, improvement, supplies, or equipment
is more than $15,000, the county board, at least 2 weeks before bids are to be filed, shall
advertise for bids in at least one newspaper published in the county.

(2) The county board may name in the specifications and advertisements for
bids the particular make, kind, or brand of article to be contracted for or purchased.

(c)     (1) Except as provided in paragraph (3) of this subsection, a contract for the
school building, improvements, supplies, or other equipment shall be awarded to the
lowest responsible bidder who conforms to specifications with consideration given to:

(i) The quantities involved;

(ii) The time required for delivery;

(iii) The purpose for which required;
