Department of General Services to inspect certain work; defining a certain term;
specifying that certain provisions be included in the contract for the Program; requiring,
the Department of Juvenile Services and the Department of General Services to produce,
a certain report; providing for the termination of this Act; and generally relating to
the establishment of the Construction Training Pilot Program.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article 83C - Juvenile Services
2-119.2.
(A) IN THIS SECTION, "PHASE II RENOVATION CONTRACT" MEANS THE
CONSTRUCTION CONTRACT TO BE ENTERED INTO BY THE DEPARTMENT OF
GENERAL SERVICES FOR THE RENOVATION OF 11 COTTAGES AT THE CHARLES H.
HICKEY, JR. SCHOOL.
(A) (B) THERE IS A CONSTRUCTION TRAINING PILOT PROGRAM IN THE
DEPARTMENT.
(B) (C) (1) THE PURPOSES PURPOSE OF THE PROGRAM ARE IS TO TEACH
CONSTRUCTION SKILLS TO STUDENTS OF THE CHARLES H. HICKEY, JR. SCHOOL AND
TO RENOVATE UP TO 11 THROUGH PARTICIPATION IN THE RENOVATION OF THE
COTTAGES AT THE SCHOOL TO BE RENOVATED UNDER THE PHASE II RENOVATION
CONTRACT.
(2) THE CONSTRUCTION SKILLS TO BE TAUGHT . IN THE PROGRAM
SHALL MAY INCLUDE FRAMING, ELECTRICAL AND PLUMBING WORK, TILE
INSTALLATION, PAINTING, SHEETROCK INSTALLATION, CONCRETE WORK, AND
LANDSCAPING.
(C) (D) (1) FUNDS FOR THIS PROGRAM SHALL:
(I) SHALL BE DISTRIBUTED FROM THE JUVENILE SERVICES
CAPITAL PROJECT FUND; AND
(II) MAY NOT EXCEED $4,500,000 $150,000.
(2) FUNDS FOR THIS PROGRAM SHALL BE USED TO PAY:
(I) STUDENTS FOR ACTUAL WORK PERFORMED;
(II) PART-TIME INSTRUCTORS FOR ON-SITE SUPERVISION OF
STUDENT LABOR; AND
