WILLIAM DONALD SCHAEFER, Governor                            Ch. 679

(dd) "Respondent" means an official, employee, candidate for office as a State
official, PERSON SUBJECT TO § 3-110 OF THIS ARTICLE, or person subject to Title 5 OF
THIS ARTICLE, who is the subject of a complaint before the Commission.

3-101. 3-110.

(C) A PERSON WHO IF AN INDIVIDUAL ASSISTS AN EXECUTIVE AGENCY IN THE
DRAFTING OF SPECIFICATIONS, AN INVITATION FOR BIDS, OR A REQUEST FOR
PROPOSALS FOR A PROCUREMENT THE INDIVIDUAL OR A PERSON THAT EMPLOYS THE
INDIVIDUAL
SHALL BE CONSIDERED A PUBLIC OFFICIAL FOR PURPOSES OF THIS
TITLE AND
MAY NOT:

(1)      SUBMIT A BID OR PROPOSAL FOR THAT PROCUREMENT; OR

(2)      ASSIST OR REPRESENT ANOTHER PERSON, DIRECTLY OR
INDIRECTLY, WHO IS SUBMITTING A BID OR PROPOSAL FOR THAT PROCUREMENT.

5-104.

A person may not be employed as a registrant for compensation dependent in any
manner upon [the]:

(1)      THE passage or defeat of any proposed legislation, or upon any other
contingency connected with any action of the General Assembly; OR

(2)      THE OUTCOME OF ANY EXECUTIVE ACTION RELATING TO THE
SOLICITATION OR SECURING OF A PROCUREMENT CONTRACT, AS DEFINED IN §
11-101 OF THE STATE FINANCE AND PROCUREMENT ARTICLE, OR ON ANY OTHER
CONTINGENCY CONNECTED WITH ANY OTHER EXECUTIVE ACTION.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1994.

AN ACT concerning

Vessels - Marine Sanitation Devices

FOR the purpose of requiring vessels with installed toilets to meet certain standards;
requiring marine sanitation devices to be certified and display certain certification;
requiring certain valves on marine sanitation devices to be secured in accordance
with certain provisions under certain circumstances; requiring certain vessels to
have certain marine sanitation devices under certain circumstances; defining certain
terms; providing penalties a civil penalty; providing for a delayed effective date and
making this Act subject to a certain contingency; and generally relating to marine
sanitation devices on vessels and discharge from devices.
