1994 LAWS OF MARYLAND

15-102.

THE APPROPRIATIONS DESCRIBED IN THIS TITLE SHALL BE USED FOR
PREVENTION PROGRAMS INCLUDING RELATED ADMINISTRATIVE EXPENSES
DIRECTED AT THE FOLLOWING:

(1)      REDUCING INFANT MORTALITY;

(2)      PREVENTING AVOIDABLE ILLNESS, DISABILITY, AND DEATHS;
(3.) REDUCING TEEN PREGNANCY;

(4)      REDUCING MATERNAL MORTALITY;

(5)      PROTECTING THE PUBLIC'S HEALTH THROUGH FOOD SANITATION,
ENVIRONMENTAL INSPECTIONS, PROPER WATER AND SEWER SYSTEMS, PEST
CONTROL, AND SAFE RECREATIONAL FACILITIES;

(6)      REDUCING THE SPREAD OF COMMUNICABLE DISEASES;

(7)      PROVIDING NEEDED COMMUNITY HEALTH SERVICES;

(8)      INVESTIGATING AND CONTROLLING OUTBREAKS OF DISEASE; AND

(9)      INCREASING THE PUBLIC'S AWARENESS TO HEALTH AND ILLNESS
PREVENTION.

15-103.                                                                                                                          .

(A)     A COMMITTEE SHALL BE ESTABLISHED TO REVIEW AND MAKE
RECOMMENDATIONS TO THE GOVERNOR AND THE GENERAL ASSEMBLY
REGARDING THE FUNDING OF LOCAL HEALTH SERVICES.

(B)      THE COMMITTEE SHALL BE KNOWN AS THE LOCAL HEALTH SERVICES
FUNDING REVIEW COMMITTEE.                                       

(C)     THE COMMITTEE SHALL CONSIST OF THE FOLLOWING 13 MEMBERS:

(1)      TWO MEMBERS OF THE SENATE OF MARYLAND, APPOINTED BY THE
PRESIDENT OF THE SENATE;

(2)      TWO MEMBERS OF THE HOUSE OF DELEGATES, APPOINTED BY THE
SPEAKER OF THE HOUSE;

(3)      THE SECRETARY OF HEALTH AND MENTAL HYGIENE OR THE
SECRETARY'S DESIGNEE;

(4)      FOUR MEMBERS, APPOINTED BY THE GOVERNOR, OF WHICH ONE
SHALL REPRESENT A COMMUNITY HOSPITAL AND TWO SHALL REPRESENT GROUPS
HAVING AN INTEREST IN LOCAL HEALTH SERVICES; AND

(5)      THREE MEMBERS APPOINTED BY THE GOVERNOR WHO ARE LOCAL
HEALTH OFFICERS FROM COUNTIES OF SUBSTANTIALLY DIFFERENT POPULATIONS;
AND
