(2) May be removed only on written notice to the Administration by the
donor.
(E) NOTWITHSTANDING ANY OTHER PROVISION OF LAW, THE DONOR
DESIGNATION NOTED ON THE DRIVER'S LICENSE OR IDENTIFICATION CARD IS
VALID AND EFFECTIVE FOR ALL PURPOSES UNDER TITLE 4, SUBTITLE 5 OF THE
ESTATES AND TRUSTS ARTICLE, INCLUDING THE IMMUNITY FROM CIVIL OR
CRIMINAL LIABILITY SET FORTH IN § 4-508(B) OF THE ESTATES AND TRUSTS
ARTICLE.
[(e)](F) At the time the donor authorizes the donor designation to appear on his
driver's license or identification card, the Administration shall notify the donor that the
designation can be removed only on written notice to the Administration.
[(f)] (G) A donor designation under this section may not be made by or noted on
the driver's license or special identification card of any minor.
SECTION 2. AND BE IT FURTHER ENACTED, That any driver's license or
identification card issued by the Motor Vehicle Administration on or before September
30, 1994 that contains a donor designation shall be deemed as meeting the requirements
for, and be given the same force and effect as, a donor designation noted on a driver's
license on or after October 1, 1994.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1994.

AN ACT concerning
Election Laws - Governing Bodies for Political Parties and Local Central Committees -
Contribution Limitations
FOR the purpose of clarifying and establishing limitations on certain contributions during
a 4-year election cycle to by the statewide governing body of a political party or to
by the governing body of certain local central committees for a political party;
exempting contributions to by the statewide governing body of a political party or to
by the governing body of certain local central committees from the aggregate
contribution limitations applicable to certain persons during a 4-year election cycle;
exempting from certain transfer limitations the transfer of funds from a candidate
or the candidate's political committee to the statewide governing body of a political
party or to the governing body of certain local central committees for a political
party; and generally relating to limitations on the contribution and transfer of funds
by certain persons or entities to the statewide governing bodies for certain political
parties and to certain local central committees for political parties contributions by
the statewide governing body of a political party or the governing body of certain
