(E)     The Police Training Commission shall print and distribute to all municipalities
its rules and regulations setting forth the minimum standards of police qualifications.

(F)     (1) In the event a municipality fails to meet the minimum standards for two
successive years, the Superintendent shall withhold payments to the municipality with
respect to the second year.

(2) Any payment withheld for noncompliance is forfeited, and a claim may
not be made by the municipality for the funds.

Article - Agriculture

10-302.

(b) The Board shall keep a complete record of its proceedings [and shall make an
annual report of its activities and expenditures to the Governor and, subject to § 2-1312
of the State Government Article, to the General Assembly by December 1 of each year].

[13-207.

On the second Wednesday of January in each year, the Department shall submit to
the General Assembly, subject to § 2-1312 of the State Government Article, a report
which sets forth the amount of money received into the Administration Fund and which
explains how the money is spent.]

Article - Business Regulation

11-405.

(a)      [Each] THE FISCAL OFFICER OF EACH subdivision that is eligible to receive
money under § 11-404 of this subtitle shall submit a written [report] CERTIFICATION to
the Comptroller and, subject to § 2-1312 of the State Government Article, the
Department of Fiscal Services on or before November 1 of each year.

(b)      [Each report shall contain] THE FISCAL OFFICER'S CERTIFICATION SHALL
STATE:

(1)      [a statement of] the purposes for which Special Fund money received
under § 11-404 of this subtitle was spent or committed during the fiscal year that ends on
the June 30 before the report is submitted; AND

(2)      [an accounting of:

(i) the Special Fund money appropriated in the budget of the
subdivision for the current fiscal year;

(ii) the intended use of further payments of Special Fund money,
including the relationship of the intended use to the presence of a track; and

(iii) if the intended use involves the spending or commitment of Special
Fund money over more than 1 year, a schedule of the amount to be spent or committed
each year until the intended use is completed;
