(3) During his third year of service — $16,000;

(4) During his fourth year of service — $17,000; and

(5) During his fifth year of service and each year after — $18,000.

(c) A county board may pay a county superintendent a larger annual salary than
the minimum required by this section.

(d)] (1) The salary of a county superintendent may not be decreased during his
term of office.

(2) Each county superintendent shall devote [his entire] FULL time to
public school business.

[(e) The board of county commissioners, the county council, and the Mayor and
City Council of Baltimore City shall levy sufficient funds to pay the minimum salaries
required by this section.]

EXPLANATION: Section 4-202(b) of the Education Article establishes minimum
salaries for superintendents of county schools. These minimum salaries have
not been adjusted since before 1978 and serve no practical purpose. Staff
recommends that the minimum salaries be repealed. Subsection (c) of this
section, authorizing salaries above the statutory minimums, and subsection (e)
of this section, requiring a tax levy sufficient to meet the minimum salary
levels, should also be repealed.

5-110.                                   

(b) (1) If the cost of any school building, improvement, supplies, or equipment
is more than $15,000, the county board, at least 2 weeks before bids are to be filed, shall
advertise for bids in at least one newspaper [published] OF GENERAL CIRCULATION in
the county.

EXPLANATION: Section 5-110 of the Education Article governs competitive
bidding for certain contracts entered into by county boards of education. Staff
recommends that ED § 5-110(b)(1) be modified to permit advertisement for
bids in a newspaper of general circulation in the respective county rather than
in a paper "published" in the county.

6-201.

(a) The [following individuals shall be employed in each county as authorized by
the] county board[:

(1)     Clerical, statistical, and stenographic assistants;

(2)     Professional assistants;

(3)     Assistant superintendents;

(4)     Supervising teachers;

(5)     Helping teachers;
