4. A POLITICAL COMMITTEE ORGANIZED AND OPERATED
BY, AND SOLELY ON BEHALF OF, AN INDIVIDUAL RUNNING FOR ANY ELECTIVE
OFFICE OR A SLATE.
(VII) "POLITICAL COMMITTEE" MEANS ANY COMBINATION OF TWO
OR MORE PERSONS APPOINTED, BY A CANDIDATE OR ANY OTHER PERSON OR
FORMED IN ANY OTHER MANNER WHICH ASSISTS OR ATTEMPTS TO ASSIST IN ANY
MANNER THE PROMOTION OF THE SUCCESS OR DEFEAT OF ANY CANDIDATE,
CANDIDATES, POLITICAL PARTY, PRINCIPLE, OR PROPOSITION SUBMITTED TO A
VOTE AT ANY ELECTION.
(VIII)"SLATE" MEANS A GROUP, COMBINATION, OR ORGANIZATION
OF CANDIDATES CREATED UNDER THE PROVISIONS OF THIS ARTICLE POLITICAL
COMMITTEE OF TWO OR MORE CANDIDATES WHO JOIN TOGETHER TO CONDUCT
AND PAY FOR JOINT ACTIVITIES. A SLATE DOES NOT INCLUDE A POLITICAL PARTY
OR A CENTRAL COMMITTEE.
(IX) "TREASURER" INCLUDES A SUBTREASURER.
(2) EXCEPT AS PROVIDED IN PARAGRAPH (3) OF THIS SUBSECTION, A
CONTRIBUTOR AND AN ELECTED OFFICIAL ARE IS SUBJECT TO THE PROVISIONS OF
ARTICLE 40A, TITLE 6, SUBTITLE 7 OF THE CODE IF A CONTRIBUTOR MAKES A
CONTRIBUTION TO THE TREASURER OF:
(I) THE A CANDIDATE;
(II) A SLATE; OR
(III) THE A CANDIDATE'S CONTINUING POLITICAL COMMITTEE.
(3) ARTICLE 40A, TITLE 6, SUBTITLE 7 OF THE CODE DOES NOT APPLY TO
A TRANSFER BY A POLITICAL ACTION COMMITTEE TO THE TREASURER OF A
CANDIDATE OR A TREASURER OF THE CANDIDATE'S CONTINUING OR ELECTED
OFFICIAL'S POLITICAL COMMITTEE.

(A) IN THIS SUBTITLE THE FOLLOWING WORDS HAVE THE MEANINGS
INDICATED.
(B) (1) "APPLICANT" MEANS AN INDIVIDUAL OR A BUSINESS ENTITY THAT
IS, WITH REGARD TO THE LAND THAT IS THE SUBJECT. OF THE APPLICATION, A:
(I) TITLE OWNER, ASSIGNEE, OR CONTRACT PURCHASER OF THE
LAND;
(II) TRUSTEE THAT HAS AN INTEREST IN THE LAND, OTHER THAN
AS A TRUSTEE DESCRIBED IN A MORTGAGE OR DEED OF TRUST; OR
