(3) FOR AN UNRESOLVED DISPUTE BETWEEN THE DEPARTMENT OF
GENERAL SERVICES AND THE BOARD OF REGENTS OF MORGAN STATE UNIVERSITY
UNDER THIS SUBSECTION, ON REQUEST OF THE BOARD, THE DEPARTMENT AND THE.
BOARD SHALL:

(I) JOINTLY SELECT A CONSULTANT KNOWLEDGEABLE ABOUT THE
DISPUTED ISSUE;

(II) SHARE EQUALLY IN THE COSTS OF RETAINING SUCH A
CONSULTANT; AND                                                                                         

(III) RESOLVE THE DISPUTED ISSUE WITHIN 30 DAYS OF THE BOARD'S

REQUEST.
11-101.

(1) "Primary procurement units" means:

(1)     the State Treasurer;                                                       

(2)     the Department of Budget and Fiscal Planning;

(3)     the Department of General Services;

(4)     the Department of Transportation;

(5)     the University of Maryland System;

(6)     the Maryland Port Commission; [and]

(7)     the Department of Public Safety and Correctional Services; AND

(8)     THE MORGAN STATE UNIVERSITY.

(b) Subject to the authority of the Board, jurisdiction over procurement is as
follows:

(1)     the State Treasurer may engage in or control procurement of banking
and financial services, insurance, and insurance services, as provided in Division I of this
article and Article VI, § 3 of the Maryland Constitution;                              

(2)     the Department of Budget and Fiscal Planning may control procurement

of:

(i) information processing equipment and . associated services, as
provided in Title 3, Subtitle 4 of this article;

(ii) services by a unit, subject to any limitation in this Division II; and

(iii) leases of motor vehicles, as provided in Title 3, Subtitle 5 of this
article;
