SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 1994.

AN ACT concerning
Higher Education - Morgan State University Governing Board - Powers and
Responsibilities
FOR the purpose of clarifying the responsibilities, rights, powers, and privileges of the
Board of Regents of Morgan State University; altering the authority of the Board to
make rules and regulations; authorizing the Board to establish certain procurement
standards and procedures establishing that Morgan State University is a primary
procurement unit with authority to engage in certain procurements without the
approval of any other primary procurement units; requiring Morgan State
University, as a primary procurement unit, to comply with the requirements of the
minority business participation law; establishing certain requirements for the award
and implementation of certain construction contracts let by the Department of
General Services on behalf of the University; requiring the Board to establish an
independent personnel system; requiring the Board of Regents to establish certain
standards and guidelines governing the appointment, compensation, advancement,
tenure, and termination of certain personnel; providing for the application of
certain rights, compensation, and benefits to classified employees under the Morgan
State University personnel system; establishing certain procedures and appeals for
certain disciplinary actions and separations and grievances; providing for the
appointment of the President of Morgan State University; establishing certain
duties and responsibilities of the President; authorizing the President to delegate
certain authority; making - certain technical changes; requiring Morgan State
University to participate in the statewide Financial Management Information
System; exempting Morgan State University from certain procurement laws; altering
certain provisions relating to the Department of General Services authority over
public improvement projects of Morgan State University and requiring the Board of
Regents to prepare and submit to the General Assembly by a certain date a certain
report on the feasibility of assuming certain authority for capital expenditures; and
generally relating to the powers and responsibilities of the Board of Regents of
Morgan State University.
