AN ACT concerning

Health Care Access and Cost Commission - At-Large Members

FOR the purpose of adding two at-large members to the Maryland Health Care Access
and Cost Commission; providing that those two additional members, shall be
individuals who do not have any connection with the management or policy of a
health care provider or payor; and generally relating to the membership of the
Health Care Access and Cost Commission.

BY repealing and reenacting, with amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - Health - General

19-1503.

(a)     (1) The Commission shall consist of [seven] NINE members appointed by
the Governor with the advice and consent of the Senate.

            (2) Of the [seven] NINE members, [four] SIX shall be individuals who do

not have any connection with the management or policy of a health care provider or
payor.

(b)  (1) The term of a member is 4 years..                                     

(2)     A member who is appointed after a term has begun serves only for the
rest of the term and until a successor is appointed and qualifies.

(3)     The Governor may remove a member for neglect of duty, incompetence,
or misconduct.

(4)     A member may not serve more than two consecutive terms.

(c)     (1) [To] EXCEPT AS PROVIDED IN PARAGRAPH (2)" OF THIS
SUBSECTION, TO the extent practicable, when appointing members to the Commission,
the Governor shall assure geographic balance in the Commission's membership.

(2) TWO MEMBERS OF THE COMMISSION SHALL BE APPOINTED AT
LARGE AND MAY BE FROM A GEOGRAPHIC AREA ALREADY REPRESENTED ON THE
COMMISSION.
