(2) If a public library does not appeal to the Secretary of Budget and Fiscal

Planning or if the Secretary of Budget and Fiscal Planning determines that the State is

due reimbursement for excess payments as provided in paragraph (l) of this subsection,

at the request of the Department of Education the moneys owed shall be deducted from

any other State funds that would otherwise be paid to the public library.

Article - Family Law

10-117.                                                                                            

(c) Any personnel of the local support enforcement office involved in a transfer
under this section shall become classified service employees of this State and shall be
placed in the position that is comparable to or most closely compares to their former
position, without further examination or qualification. These employees shall be credited
with the years of service with the jurisdiction for the purpose of determining leave
accumulation and shall become members of the [State] Employees' Pension System OF
THE STATE OF MARYLAND. All previous pension contributions shall be transferred in
accordance with [Article 73B of the Code] TITLE 37 OF THE STATE PERSONNEL AND
PENSIONS ARTICLE. These employees shall receive no diminution in compensation or
accumulated leave solely as a result of the transfer. Annual leave in excess of that which
may be retained; annually in the State Personnel Management System may be retained at
the time of transfer if that accumulation was permitted by the former employer.

9-316.                                                                                    

(b) Out of money appropriated for the maintenance of the Commission, the State
shall pay the salaries, administrative expenses, and all other expenses of the Commission,
including:                                                                                                   

(1) the costs of the administration of the Occupational Safety and Health
Program by the Commissioner of Labor and Industry under Title 5 of this article and

(2) any cost incurred by the State, including contribution as an employer,
because of the participation of a Commissioner in the [judicial pension system of the
State] JUDGES' RETIREMENT SYSTEM OF THE STATE OF MARYLAND.

Article - Natural Resources

3-103.1.                                                                                  

(b) (1) The Service shall adopt regulations to govern the employees of the
Service.             

(2) The Service shall establish a personnel system that:

(i) Is based on merit and, compensates employees based on
performance;                                                                                        

(ii) Includes fair and equitable procedures for the redress of
grievances and for the hiring, promotion, and laying off of employees; and
