(iii) Regardless of whether money or other valuable consideration is
involved in the transfer, if title to a vehicle is transferred by an individual who has
violated this subtitle to a family member, any suspension of the vehicle's registration that
occurred before the transfer shall continue as if no transfer had occurred and a new
registration may not be issued until the penalty fee is paid,

(5) An amount equal to the monetary penalties paid to the Administration
under paragraph (2) of this subsection may be used by the Administration only for the
enforcement of this subtitle.

SECTION 3. 2. AND BE FURTHER ENACTED, That the Department of Public
Safety and Correctional Services shall evaluate the effectiveness of the State's vehicle
theft prevention program and report its findings and recommendations to the Governor
and the General Assembly no later than November 1, 1996.

SECTION 4. 3. AND BE IT FURTHER ENACTED, That the terms of the initial
regular members of the Vehicle Theft Prevention Council shall expire as follows:

(1)     Three members in 1995;

(2)     Three members in 1996; and

(3)     Three members in 1997.

SECTION 5. 4. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 1994. It shall remain in effect for a period of three years and one day and, at the
end of July 1, 1997, with no further action required by the General Assembly, this Act
shall be abrogated and of no further force and effect.

(Senate Bill 27)

AN ACT concerning

Wildlife Management and Protection Fund and Bounties - Eradication of Nutria and

Control of Phragmites

FOR the purpose of altering certain purposes for which revenues accruing to the Wildlife
Management and Protection Fund from sales of migratory wild waterfowl stamps
may be expended, including eradication of nutria and control of phragmites; requiring
the Secretary to develop, adopt, and implement a certain nutria management plan,
seek certain funding, and submit a certain report to the General Assembly;
prohibiting the use of certain traps in the eradication of nutria; authorizing the
Department of Natural Resources to pay bounties for nutria; providing for the
effective date of this Act; providing for the termination of certain provisions of this
Act; and generally relating to the expenditure of funds from the Wildlife
Management and Protection Fund.
