(2) The bonds issued under the authority of this Act do not create or constitute
any indebtedness or obligation of the State or of any political subdivision thereof except
the University of Maryland System, and the bonds shall so state on their face. The bonds
do not constitute a debt or obligation contracted by the General Assembly or pledge the
faith and credit of the State within the meaning of Article III, Section 34 of the Maryland
Constitution.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 1994.

AN ACT concerning
Commercial Law - Statutory Liens on Personal Property
FOR the purpose of providing that a lien on a boat is created for charges incurred for the
maintenance, servicing, or wet or dry wharfage of the boat under certain
circumstances; and altering the time period within which certain lienors must send
notice of a lien to certain persons requiring a certain notice of a lien on a boat to be
given within a certain time period.
