SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

7-906.
(b) Lands and water eligible for reclamation expenditures under this title are
those which were mined for coal, or which were affected by such mining, wastebanks, coal
processing, or other coal mining processes, and abandoned or left in an inadequate
reclamation status prior to August 3, 1977, AND LANDS AND WATER MADE ELIGIBLE
THROUGH AMENDMENTS TO THE FEDERAL SURFACE MINING CONTROL AND
RECLAMATION ACT OF 1977 AS AMENDED THROUGH OCTOBER 1, 1994, and for which
there is no continuing reclamation responsibility under State or federal law.
SECTION 2. AND BE IT FURTHER ENACTED, that this Act shall take effect
October 1, 1994.

AN ACT concerning
Dorchester County Detention Center - Correctional Programs
FOR the purpose of authorizing the County Commissioners of Dorchester County to
establish certain correctional programs; requiring the County Commissioners and
the Warden of the County Department of Corrections to adopt certain regulations;
authorizing a court to prescribe that certain individuals participate in the program;
authorizing certain prisoners to leave the detention center for certain purposes;
requiring that the income of a prisoner who participates in a work release program
be handled in a certain mariner; specifying certain consequences and requirements
concerning prisoners' participation in a program; authorizing the granting of
compassionate leave for certain purposes; specifying certain consequences for
violating terms of the leave; requiring certain expense reimbursement; making this
