(e) [Class C licenses for the sale of beer, wine and liquor, as authorized by this
article, shall be issued for places of business located in the 3rd election district.

(f)] Notwithstanding any other provisions of this section wine may be sold as
provided under a winery license, a limited winery license, or a Class A light wine license
in any election district.

SECTION 2. AND BE IT FURTHER ENACTED, That before this Act becomes
effective it shall first be submitted to a referendum of the legally qualified voters of the
Third Election District of Frederick County at the general election to be held in
November of 1994. The cost of the special election, if any, shall be paid by the Board of
County Commissioners. The Board of County Commissioners and the Board of
Supervisors of Elections of Frederick County shall do those things necessary and proper
to provide for and hold the referendum required by this section. If a majority of the votes
cast on the question are "For the referred law", the provisions of this Act shall become
effective on the 30th day following the official canvass of votes for the referendum. If a
majority of the votes cast on the question are "Against the referred law", the provisions of
this Act are of no effect and null and void.

SECTION 3. AND BE IT FURTHER ENACTED, That, subject to the provisions
of Section 2 of this Act and for the sole purpose of providing for the referendum required
by Section 2, this Act shall take effect June 1, 1994.
