(e) (1) Each appointed member serves for a term of 3 years and until a
successor is appointed and qualifies. The terms of appointed members shall be staggered
as required by the original appointments to the Commission, 2 of which shall be for 3
years, 2 of which shall be for 2 years, and 2 of which shall be for 1 year. [No member may
serve more than 2 full 3-year terms.]
(2) A member appointed to fill a vacancy in an unexpired term serves only
for the remainder of that term or until a replacement is appointed.
(f) The Commission shall meet at a time and place designated by the Chairman of
the Commission. The Commission shall meet as often as its duties require, but not less
than quarterly. Attendance by 4 members shall constitute a quorum.
(g) Except as provided under subsection (d)(3) of this section, members of the
Commission appointed by the Governor are entitled to the compensation and expenses
provided for in the State budget. Members of the Commission are subject to the
provisions of Article 41, § 1-203 of the Code.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1994.

AN ACT concerning
Emergency Medical Services
FOR the purpose of making technical corrections in the laws relating to the University of
Maryland Medical System Corporation, the University of Maryland System, and the
Maryland Institute for Emergency Medical Services Systems; clarifying that the
Executive Director of the Institute may be a voting member of the board of
directors of the University of Maryland Medical System Corporation under an
exception to the State Ethics Law; specifying that the Executive Director shall have
the salary provided in the State budget; amending the law concerning the authority
of the Institute to make it clear that the regulation of commercial ambulances
referred to in Title 13 of the Education Article is a responsibility of the Institute;
repealing the requirement that the University provide administrative support for the
employment of Institute employees in the State Personnel Management System;
specifying that the University may follow its regular procurement procedures when
carrying out procurement activities on behalf of the Institute; making certain
technical corrections; and generally relating to emergency medical services.
