SECTION 2. AND BE IT FURTHER ENACTED, That all administrative support
staff positions held on the effective date of this Act shall be transferred to the St. Mary's
County merit system. Employees holding those positions as of the effective date of this
Act shall not lose any right, status, salary, benefit, or seniority as a result of the transfer.
All subsequent appointments shall be made in accordance with Section 1 of this Act.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1994.

AN ACT concerning

Public Defender - Representation in Termination of Parental Rights Proceedings

FOR the purpose of requiring the Public Defender to represent certain indigent parents
in certain proceedings; prohibiting the Public Defender from representing an
indigent parent in certain hearings unless the parent makes certain affirmations
under oath; requiring representation by the Public Defender to extend to all stages
of the proceedings; and generally relating to representation of certain parties by the
Public Defender in certain proceedings.
