3-2A.

(A)     (1) AN APPLICATION TO THE MOTOR VEHICLE ADMINISTRATION FOR
THE ISSUANCE OR RENEWAL OF A DRIVER'S LICENSE IS DEEMED SHALL ALSO
SERVE AS AN APPLICATION TO REGISTER TO VOTE UNLESS THE APPLICANT FAILS
TO SIGN THE DOCUMENT VOTER REGISTRATION PORTION OF THE APPLICATION.

(2) AN APPLICATION FOR VOTER REGISTRATION UNDER PARAGRAPH
(1) OF THIS SUBSECTION CONSTITUTES AN UPDATING OF ANY UPDATES PREVIOUS
REGISTRATION.

(B)      (1) IN CONSULTATION WITH THE MOTOR VEHICLE ADMINISTRATION,
THE STATE ADMINISTRATIVE BOARD OF ELECTION LAWS SHALL PREPARE AN
ADDENDUM FOR VOTER REGISTRATION TO THE APPLICATION FOR THE ISSUANCE
OR RENEWAL OF A DRIVER'S LICENSE
A FORM THAT SERVES AS A VOTER
REGISTRATION APPLICATION AND AN APPLICATION FOR ISSUANCE OR RENEWAL
OF A DRIVER'S LICENSE.

(2)      EXCEPT AS PROVIDED IN THIS SECTION, THE ADDENDUM MAY NOT
REQUIRE INFORMATION THAT DUPLICATES INFORMATION REQUIRED IN THE
DRIVER'S LICENSE PORTION OF THE FORM
THE VOTER REGISTRATION PORTION OF
THE APPLICATION MAY NOT REQUIRE INFORMATION THAT DUPLICATES
INFORMATION REQUIRED IN THE DRIVER'S LICENSE PORTION OF THE
APPLICATION.

(3)      THE VOTER REGISTRATION PORTION OF THE ADDENDUM
APPLICATION SHALL CONTAIN THE SAME INFORMATION AS THE MAIL VOTER
REGISTRATION FORM APPLICATION PRESCRIBED IN § 3-1(C)(2) OF THIS SUBTITLE.

(4)      THE ADDENDUM APPLICATION MAY REQUIRE ONLY THE MINIMUM
AMOUNT OF INFORMATION NECESSARY:

(I)       TO PREVENT DUPLICATE VOTER REGISTRATION; AND

(II)     TO ENABLE STATE ELECTION OFFICIALS TO ASSESS THE
ELIGIBILITY OF AN APPLICANT AND TO ADMINISTER VOTER REGISTRATION AND
OTHER PARTS OF THE ELECTION PROCESS.

(C)     A CHANGE OF ADDRESS OR NAME FORM SUBMITTED TO THE MOTOR
VEHICLE ADMINISTRATION FOR DRIVER'S LICENSE PURPOSES SHALL ALSO SERVES
SERVE AS NOTICE OF A CHANGE OF ADDRESS OR NAME FOR VOTER REGISTRATION
PURPOSES UNLESS A REGISTRANT DECLARES OTHERWISE. THE FORM USED BY THE
MOTOR VEHICLE ADMINISTRATION SHALL STATE CLEARLY ITS DUAL PURPOSE AND
ADVISE A REGISTRANT OF THE RIGHT TO DECLARE THAT THE CHANGE OF
ADDRESS OR NAME IS NOT FOR PURPOSES OF VOTER REGISTRATION.

(D)     (1) WITHIN 10 DAYS OF THE RECEIPT OF THE ADDENDUM APPLICATION,
RENEWAL, OR CHANGE OF ADDRESS OR NAME FORM, THE MOTOR VEHICLE
ADMINISTRATION SHALL FORWARD THE ADDENDUM APPLICATION, RENEWAL, OR
CHANGE OF ADDRESS OR NAME FORM AS WELL AS A COPY OF THE RELEVANT PART
OF THE LICENSE APPLICATION TO THE APPROPRIATE BOARD STATE ELECTION
OFFICIAL.
