EXCEPT FOR VIOLATIONS OF ANY LAWS THAT COULD ARISE FROM RESIDUE
ATTACHED TO OR CONTAINED WITHIN HYPODERMIC NEEDLES OR SYRINGES BEING
RETURNED OR ALREADY RETURNED TO THE PROGRAM, NOTHING IN THIS
SUBTITLE PROVIDES IMMUNITY TO A PROGRAM STAFF MEMBER OR PROGRAM
PARTICIPANT FROM CRIMINAL PROSECUTION FOR A VIOLATION OF ANY LAW
PROHIBITING OR REGULATING THE USE, POSSESSION, DISPENSING, DISTRIBUTION,
OR PROMOTION OF CONTROLLED DANGEROUS SUBSTANCES, DANGEROUS DRUGS,
DETRIMENTAL DRUGS, OR HARMFUL DRUGS OR ANY CONSPIRACY OR ATTEMPT TO
COMMIT ANY OF THOSE OFFENSES.

(A) ON OR BEFORE JANUARY 1,' 1996, THE BALTIMORE CITY HEALTH
DEPARTMENT SHALL SUBMIT AN INITIAL PROGRESS AND EVALUATION REPORT OF
THE PROGRAM TO THE GOVERNOR, AND SUBJECT TO § 2-1312 OF THE STATE
GOVERNMENT ARTICLE, THE GENERAL ASSEMBLY.
(B) ON OR BEFORE JANUARY 1, 1997, THE BALTIMORE CITY HEALTH
DEPARTMENT SHALL SUBMIT AN EVALUATION REPORT OF THE PROGRAM TO THE
GOVERNOR AND, SUBJECT TO § 2-1312 OF THE STATE GOVERNMENT ARTICLE, THE
GENERAL ASSEMBLY.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act is an emergency
measure, is necessary for the immediate preservation of the public health and safety, has
been passed by a yea and nay vote supported by three-fifths of all the members elected to
each of the two Houses of the General Assembly, and shall take effect from the date it is
enacted. It shall remain effective for a period of 3 years and, at the end of 3 years from
the date of enactment, with no further action required by the General Assembly, this Act
shall be abrogated and of no further force and effect.
Approved May 2, 1994.
NOTE: This bill did not receive the requisite number of votes necessary to be enacted
as an Emergency Measure, so it is effective June 1, 1994.

AN ACT concerning
Glenn Dale Hospital - Agricultural Open Space Acquisition by MNCPPC
FOR the purpose of requiring the County Council of Prince George's County, sitting as a
district council, Maryland-National Capital Park and Planning Commission to
acquire and to place certain property known as the Glenn Dale Hospital in a zoning
classification of agricultural open space the Commission's park system immediately
after the occurrence of a certain event; requiring the Commission to acquire certain
