[(d)](E) Any person who violates any provision of this section is guilty of a
misdemeanor and on conviction is subject to:

(1)     Forfeiture of the office or employment; and

(2)     A fine not exceeding $1,000 or imprisonment not exceeding 2 years or
both.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1994.

AN ACT concerning

AIDS Prevention Sterile Needle and Syringe Exchange Pilot Program

FOR the purpose of establishing an AIDS Prevention Sterile Needle and Syringe
Exchange Pilot Program in the Baltimore City Health Department for a certain
purpose; specifying the duties and responsibilities of the Director of the Program;
requiring the Mayor of Baltimore City to appoint an oversight committee for the
Program; specifying the membership, duties, and responsibilities of the oversight
committee; requiring the Baltimore City Health Department to collect certain data
and develop and implement a plan for evaluating the Program; requiring the
Baltimore City Health Department to submit certain reports by certain dates;
providing certain immunities for certain persons; restricting the disclosure or
release of certain Program information; making this Act an emergency measure;
providing for the termination of this Act; defining certain terms; and generally
relating to the AIDS Prevention Sterile Needle and Syringe Exchange Pilot
Program.
