Article 10 - Legal Officials

40.

(g) (1) In Carroll County, the State's Attorney's salary is [$60,000] $62,500
$70,000 a year. The State's Attorney shall devote full time to the duties of office. The
County Commissioners shall provide space for the offices of the State's Attorney and
shall pay the expenses of the office, including general operating expenses, cost of
equipment, and reasonable costs for secretarial or stenographic needs, or in lieu of
providing space and expenses, shall pay over to the State's Attorney a reasonable
allowance to be determined by the County Commissioners to reimburse the State's
Attorney for the costs of providing the same for the operation of the State's Attorney's
office. The State's Attorney may appoint a deputy State's Attorney. The deputy State's
Attorney's annual salary shall be set by the State's Attorney, subject to the approval of
the County Commissioners. The State's Attorney may appoint assistant State's Attorneys,
as necessary to properly staff the State's Attorney's offices, at salaries set by the State's
Attorney, subject to the approval of the County Commissioners.

SECTION 2. AND BE IT FURTHER ENACTED, That, pursuant to Article III,
Section 35 of the Constitution of Maryland, this Act may not be construed to extend or
apply to the salary or compensation of the State's Attorney in Carroll County in office on
the effective date of this Act, but the provisions of this Act concerning the salary or
compensation of the State's Attorney in Carroll County shall take effect at the beginning
of the next following term of office.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1994.

AN ACT concerning

Capitol College and College of Notre Dame of Maryland Loan of 1990

FOR the purpose of amending Chapter 712 of the Acts of the General Assembly of 1990,
the Capitol College Loan of 1990, as amended by Chapter 275 of the Acts of the
General Assembly of 1992, to authorize the use of the proceeds for the repair,
renovation, alteration and conversion of, and for an addition to a library; alt
ering
the amount of State Debt authorized and the amount of matching funds required;
altering the kind of matching funds authorized;
rename the loan; authorizing a
portion of the proceeds of the loan to be used for the planning, design, construction,
repair, renovation, alteration, and conversion conversion, and equipping of, and for
an addition to, the library of Capitol College; altering the amount and kind of
certain provisions relating to the matching funds required to be provided by Capitol
College; authorizing a portion of the proceeds of the loan to be used as a grant to
