Preamble

WHEREAS, There is a growing need for higher education in Southern Maryland;
and

WHEREAS, The expansion of the Patuxent Naval Air Station will create a demand
for skilled workers with expertise in technological fields; and

WHEREAS, The general economic development of the Southern Maryland region
depends upon the existence of a skilled workforce; and

WHEREAS, The creation of the Southern Maryland Higher Education Center will
meet these needs by providing quality upper division undergraduate and graduate
programs from both public and private institutions in the State and beyond; and

WHEREAS, The Center will be a Southern Maryland regional entity, and the
Board of Governors shall cooperate with the Boards of Commissioners of Charles,
Calvert, and St. Mary's Counties in order to meet the higher education needs of the entire
Southern Maryland region; and

WHEREAS, The State will contribute funds towards the creation of the Southern
Maryland Higher Education Center; and

WHEREAS, The Board of Governors of the Southern Maryland Higher Education
Center will be the governing board of the Center, responsible for the financial
management of the Center, needs assessment, academic planning, program
implementation, and evaluation of programs; and

WHEREAS, The maintenance and operation of the Southern Maryland Higher
Education Center will be the responsibility of the Board of Governors of the Center; now,
therefore,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
