(4)     Apply for and accept any funds, property, or services from any person or
government agency;

(5)      Make agreements with a grantor or payor of funds, property, or services,
including an agreement to make any study, plan, demonstration, or project; and

(6)     Except for confidential or privileged patient information, publish or
disclose information that relates to the utilization and costs of health care services
rendered by [pharmacists, physicians,] HEALTH CARE PRACTITIONERS or office
facilities and that is considered to be in the public interest.

19-1515.

(a) (1) The Commission shall assess a fee on:

(i) All payors;

(ii) All health care practitioners [required to submit data to the
Commi
ssion]; and

(iii) As permitted by law, self-insured groups.

(2)      (i) [Except as provided in subparagraph (ii) of this paragraph, the]
THE total fees assessed by the Commission shall be derived one-third from health care
practitioners [required to submit data to the Commission under this subtitle] and
two-thirds from payors.

(II) THE COMMISSION MAY ADOPT A REGULATION THAT WAIVES
THE FEE ASSESSED UNDER THIS SECTION FOR A SPECIFIC CLASS OF HEALTH CARE
PRACTITIONERS.

[(ii) The Commission may not assess a fee on pharmacists].

(3)      The total fees assessed by the Commission may not exceed $5,000,000 in
any fiscal year.

(4)     The Commission shall pay all funds collected from fees assessed in
accordance with this section into the [General Fund of the State] HEALTH CARE
ACCESS AND COST FUND.

(5)     The fees assessed in accordance with this section shall be used only for
the purposes authorized under this subtitle.

19-1604.

(a)      The Governor shall appoint a chairman of the Advisory Committee.

(b)     The Advisory Committee shall determine the times and places of its meetings.

(c) Each member of the [Commission] COMMITTEE is entitled to
reimbursement for expenses under the Standard State Travel Regulations, as provided in
the State budget.
