FOR the purpose of repealing Article 23B of the Annotated Code, which specifies a
model municipal charter.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Article 23B - Municipal Corporation Charter of the Annotated
Code of Maryland be repealed in its entirety.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1994.

AN ACT concerning

Creation of a State Debt - CURE Heart, Body, and Soul

FOR the purpose of authorizing the creation of a State Debt in the amount of $1,000,000
not to exceed $500,000 $200,000, the proceeds to be used as a grant to the Board of
Directors of Clergy United for Renewal of East Baltimore, Inc. for the renovation
of four buildings located at 901 through 907 North Broadway in Baltimore City to be
used as operational headquarters, a community health center, and a nonprofit
revenue-generating business for the CURE Heart, Body, and Soul Program, subject
to the requirement that the Board of Directors of Clergy United for Renewal of
East Baltimore, Inc. provide and expend a matching fund and present by a certain
date evidence that a matching fund will be provided; providing that no proceeds of
