(e) A member or employee of the Board is entitled to the compensation provided
in the State budget. A member of the Board also is entitled to reimbursement for
expenses, in accordance with the [Standard Travel Regulations] STANDARD STATE
TRAVEL REGULATIONS of the Department of Personnel.

(a) With the endorsement of the Secretary [of Transportation] and the Secretary
of the Environment and after a public hearing following 60 [days] DAYS' notice, the
Administrator shall adopt regulations that establish limits for cumulative noise exposure
for residential and other land uses on the basis of the noise sensitivity of a given land use.
