SELECTION OF MEMBERS OF THE BOARD AND DETERMINE WHETHER TO
RECOMMEND THAT THE MEMBERS CONTINUE TO BE APPOINTED BY THE
GOVERNOR OR BE SELECTED AND SERVE IN SOME ALTERNATIVE MANNER.

(D)     THE COMMISSION SHALL BE COMPOSED OF FIVE MEMBERS WHO
REPRESENT A BROAD CROSS-SECTION OF THE CITIZENS OF THE COUNTY. THE
MEMBERS AND CHAIRMAN SHALL BE SELECTED BY THE MEMBER OF THE SENATE
OF MARYLAND WHO REPRESENTS THE COUNTY.

(E)     THE COMMISSION SHALL CONDUCT PUBLIC HEARINGS IN DIFFERENT
PARTS OF THE COUNTY AND SHALL REPORT ITS FINDINGS AND MAKE ITS
RECOMMENDATIONS BY JANUARY 1, 1995. IF THE COMMISSION RECOMMENDS A
CHANGE IN THE METHOD OF SELECTION OF MEMBERS OF THE BOARD, THE
PROPOSAL SHALL BE DRAWN IN A FORM THAT RESEMBLES AN ENACTMENT OF THE
GENERAL ASSEMBLY. THE COMMISSION SHALL RECEIVE ASSISTANCE FROM THE
STATE DEPARTMENT OF LEGISLATIVE REFERENCE.

(F)     (1) THE PROPOSAL, DRAFTED AS SPECIFIED ABOVE, SHALL BE
SUBMITTED TO A REFERENDUM OF THE LEGALLY QUALIFIED VOTERS OF CALVERT
COUNTY AT THE GENERAL ELECTION TO BE HELD IN NOVEMBER 1996. THE COST OF
THE SPECIAL ELECTION SHALL BE PAID BY THE BOARD OF COUNTY
COMMISSIONERS. THE BOARD OF COUNTY COMMISSIONERS AND THE BOARD OF
SUPERVISORS OF ELECTIONS OF CALVERT COUNTY SHALL DO THOSE THINGS
NECESSARY AND PROPER FOR AND HOLD THE REFERENDUM REQUIRED BY THIS
SECTION.

(2) THE PUBLISHERS OF THE ANNOTATED CODE SHALL SET FORTH THE
TEXT OF THE MEASURE IN AN EDITOR'S NOTE THAT FOLLOWS THIS SECTION AND IN
ADDITION, AFTER THE VOTE IN 1996, SHALL NOTE THE ELECTION RESULTS.

SECTION 2. AND BE IT FURTHER ENACTED, That it is urged that the
proposal of the Commission to Study the Board of Education be introduced into the 1995
General Assembly and contain a clause that places the proposal before the qualified
voters of Calvert County in a special election referendum to be held at the same time as
the primary election in 1996.

SECTION 2. 3. AND BE IT FURTHER ENACTED, That this Act shall take
effect June 1, 1994
is an emergency measure, is necessary for the immediate preservation
of the public health and safety, has been passed by a yea and nay vote supported by
three-fifths of all the members elected to each of the two Houses of the General
Assembly, and shall take effect from the date it is enacted.
