appropriated or unappropriated. No part of the fund may consist of real property or in
kind contributions. The fund may consist of funds expended prior to the effective date of
this Act. In case of any dispute as to the amount of the matching fund or what money or
assets may qualify as matching funds, the Board of Public Works shall determine the
matter and the Board's decision is final. The Board of Governors of the Calvert Marine
Museum has until June 1, 1996, to present evidence satisfactory to the Board of Public
Works that a matching fund will be provided. If satisfactory evidence is presented, the
Board shall certify this fact and the amount of the matching fund to the State Treasurer,
and the proceeds of the loan equal to the amount of the matching fund shall be expended
for the purposes provided in this Act. Any amount of the loan in excess of the amount of
the matching fund certified by the Board of Public Works shall be canceled and be of no
further effect.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
June 1, 1994.

AN ACT concerning
Family Day Care Providers - Grant Funds
FOR the purpose of creating the Family Day Care Provider Direct Grant Fund within the
Department of Human Resources; providing that the money in the Fund shall be
used for direct grants to certain family day care providers; permitting the
Department to delegate its authority to approve direct grants to any board within
the Department; providing for the authorized sources and uses of the Fund;
providing for the disposition of excess money in the Fund; authorizing the
Department to contract with certain persons in administering certain aspects of the
Fund; requiring that a grant be awarded as a reimbursement for certain expenses;
specifying the authorizing the Department to set certain terms and conditions for
making grants to family day care providers and establish certain priorities;
specifying that the amount of money expended from the Fund may not exceed a
certain amount in each year; providing for a certain penalty for a violation of this
Act; establishing a certain maximum grant amount; limiting the number of grants an
applicant may receive; defining certain terms; directing the Department to
promulgate rules necessary to carry out the provisions of this Act; providing for the
termination of this Act; providing for a certain contingency; and generally relating to
the establishment of the Fund program within the Department of Human
Resources.
