Ch. 114                                    1994 LAWS OF MARYLAND

8-208.3.

Every landlord shall maintain a records system showing the dates and amounts of
rent paid to him by his tenant or tenants and showing also the fact that a receipt of some
form was given to each tenant for each cash payment of rent.

SECTION 2. AND BE IT FURTHER ENACTED, That the terms of the initial
voting members of the Lead Poisoning Prevention Commission shall expire as follows:

(1)    Three in 1995;

(2)    Three in 1996;

(3)  Three in 1997; and

(4)  Four in 1998.

SECTION 3. AND BE IT FURTHER ENACTED, That:

(1) The load hazard reduction treatments required to be performed in an affected
property under § 6-817(a) of the Environment Article adopted by the Lead Poisoning
Prevention Commis
sion by regulation shall be limited to:

(i) A visual inspection of all exterior and interior painted surfaces;

(ii) The removal and repainting of chipping, pooling, or flaking paint on
exterior and interior painted surfaces;

(iii) The repair of any structural defects that are causing the paint to chip,
p
eel, or flake that the owner of the affected property has knowledge of or, with the
exercise of reasonable care, should have knowledg
e of;

(iv) Stripping and repainting, replacing, or encapsulating with vinyl or metal
all int
erior window sills;

(v) The installation of vinyl or aluminum caps in all of the window wells in
order to mak
e the window wells smooth and cleanable;

(vi) Except for a treated or replacement window that is free of lead based
paint on its frictions surfaces, fixing the top sash of all windows in place in order to
eliminate th
e friction caused by the movement of the top sash;

(vii) Rehanging all doors in order to prevent the rubbing together of a
load painted surface with another surface;

(viii) Making all bare floors smooth and cleanable;

(ix) The overlay of all kitchen and bathroom floors with a smooth,
water resistant covering;

(x) HEPA vacuuming and washing of the interior of the affected property
with high phosphate detergent or its equivalent, as determined by the Department of the
Environment; and
