(3) a qualified lawyer representing the Administration who is appointed by
and subject to supervision and removal by the Attorney General.

(D) REPRESENTATION OF THE ADMINISTRATION BY AN ATTORNEY UNDER
SUBSECTION (C) OF THIS SECTION:

(1) CREATES AN ATTORNEY CLIENT RELATIONSHIP BETWEEN THAT
ATTORNEY AND THE ADMINISTRATION; AND

(2) DOES NOT CREATE AN ATTORNEY CLIENT RELATIONSHIP BETWEEN
THAT ATTORNEY AND ANY OTHER PARTY.

[(c)](D) (E) (1) A State's Attorney may make a written agreement with the
Secretary of Human Resources and the county to provid
e legal representation for a fiscal
year. An agreement shall be made by September 1 of the year preceding the fiscal year for
which repr
esentation will bo provided.

(2) An agreement shall establish reasonable administrative and fiscal
requirements for:

(i) providing and continuing representation; and

(ii) reimbursement.

(A) IN THIS SECTION THE FOLLOWING WORDS HAVE THE MEANINGS
INDICATED.

(1) "ADMINISTRATION" MEANS THE CHILD SUPPORT ENFORCEMENT
ADMINISTRATION OF THE DEPARTMENT OF HUMAN RESOURCES.

(2) "MOTOR VEHICLE ADMINISTRATION" MEANS THE MOTOR VEHICLE
ADMINISTRATION OF THE DEPARTMENT OF TRANSPORTATION.

(B) ON OR AFTER OCTOBER 1, 1994, THE ADMINISTRATION MAY NOTIFY THE
MOTOR VEHICLE ADMINISTRATION OF ANY OBLIGOR WHO IS 60 DAYS OR MORE IN
ARREARS IN SUPPORT PAYMENTS, AND UPON NOTIFICATION BY THE

ADMINISTRATION, THE MOTOR VEHICLE ADMINISTRATION MAY SUSPEND AN
OBLIGOR'S DRIVER'S LICENSE OR PRIVILEGE TO DRIVE IN MARYLAND AND ISSUE A
WORK RESTRICTED LICENSE OR WORK RESTRICTED PRIVILEGE TO DRIVE IN
MARYLAND IN ACCORDANCE WITH § 16-206 OF THE TRANSPORTATION ARTICLE IF:

(1) THE ADMINISTRATION HAS ACCEPTED AN ASSIGNMENT OF
SUPPORT UNDER ARTICLE 88A, § 48(2) OF THE CODE; OR

(2) THE RECIPIENT OF SUPPORT PAYMENTS HAS FILED AN
APPLICATION FOR SUPPORT ENFORCEMENT SERVICES WITH THE ADMINISTRATION.

(C) (1) BEFORE SUPPLYING ANY INFORMATION TO THE MOTOR VEHICLE
ADMINISTRATION UNDER THIS SECTION, THE ADMINISTRATION SHALL
