SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 19 - Comptroller

In this subtitle the following words have the meanings indicated:

(a) (1) "Debt" means any liquidated sum due and owing any State agency which
has accrued through contract, subrogation, tort, operation of law, or other cause of action,
regardless of whether there is an outstanding judgment for that sum.

(2) "DEBT" INCLUDES CONVERTED FUNDS AS DEFINED IN § 15-122.2 OF THE
HEALTH - GENERAL ARTICLE.
