(2)     Study the means of safe removal of lead paint from the interiors and
exteriors of buildings and make recommendations to the Secretary;

(3)     Recommend strategies for the prevention and management of lead
poisoning;

(4)      [Assist the Department in the development and ongoing monitoring of a
State plan for lead poisoning control, as described in § 6-608(b) of this subtitle;

(5)] Study the advisability and scope of a statewide screening program in
areas of high incidence of lead poisoning;

[(6)] (5) Review and evaluate in its annual report the effectiveness of the
lead testing programs of the Department;

[(7)] (6) Review and evaluate in its annual report the effectiveness of the
outreach program of the Department to encourage parents in areas of high risk of lead
poisoning to request that the Department perform tests for lead poisoning;

[(8)] (7) Review and participate in the development of an ongoing
educational program and brochure on poisoning from lead-based paint in buildings that
the Department will develop by July 1, 1987; and

[(9)] (8) Report on or before July 1, 1987 to the Secretary and the standing
committees of the General Assembly with the primary and budgetary jurisdiction over this
subtitle as to the advisability of implementing on July 1, 1988, the Department's expanded
program for the testing of dwellings for the presence of lead-based paint.

(b) The notice placard shall contain substantially the following information:

(1)     After December 31, 1994, DISPOSAL OF rechargeable batteries or
products powered by nonremovable rechargeable batteries may only be [disposed] in
accordance with a State-approved collection system[.];

(2)     Under State law, marketers of rechargeable batteries and products
powered by nonremovable rechargeable batteries [must] SHALL provide a special
collection system for these items by January 1, 1995[.]; AND

(3)     Rechargeable batteries and rechargeable products [must] SHALL
contain specific information on proper methods of collection and disposal.
