Ch. 71                                      1994 LAWS OF MARYLAND

D. Liberal construction of provisions. The provisions of this chapter shall be
liberally construed so as to enable the County Commissioners, the Deputy County
Administrator for Fiscal Services and all county departments, offices and agencies to
realize the maximum advantages to be attained from integrated supervision of the
financial affairs of the county. [Nothing contained herein shall be construed to empower
the Deputy County Administrator for Fiscal Services to supervise the administration of
the office of the County Treasurer or to affect the duties, responsibilities and liability of
the County Treasurer.]

136-9.                               

A. Collection and payment of state and county taxes; accountability for receipts
and disbursements; quarterly reports. [Said] THE Treasurer shall keep and pay over,
according to law or upon the order of the County Commissioners, the proceeds of all
county taxes levied in [said county collected by him and] THE COUNTY THAT THE
TREASURER COLLECTS. THE TREASURER shall also keep and pay over to the Treasurer
of the [state] STATE, according to law, all [state] STATE taxes in [said county collected
by him, and he] THE COUNTY THAT THE TREASURER COLLECTS. THE TREASURER
shall [keep] PROVIDE TO THE DEPUTY COUNTY ADMINISTRATOR FOR FISCAL
SERVICES DAILY, OR AS OTHERWISE REQUIRED BY THE DEPUTY COUNTY
ADMINISTRATOR FOR FISCAL SERVICES, a full, particular and correct account of all
[moneys] MONEY received [by him and] , OF ALL MONEY paid out [by him], and of all
INVESTMENTS AND OTHER matters relating to the duties of [his] THE TREASURER'S
office, together with all RELATED vouchers [relating thereto, and he shall present,
quarterly, to the County Commissioners a true and faithful account of all moneys received
and disbursed by him and all cash on hand during the preceding quarter, said reports to
begin not later than the expiration of the first quarter after the term of office of said
Treasurer shall begin].

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 1994.

(House Bill 727)

AN ACT concerning

Charles County - Fire and Rescue Services

FOR the purpose of altering the terms of certain members of the Charles County Board
of Fire and Rescue Commissioners; modifying a requirement concerning
distribution of the fire and rescue tax; altering the date by which the Volunteer
Firemen's Association must submit a certain report; repealing a certain obsolete or
unnecessary provision; making stylistic changes; and generally relating to the
administration of fire and rescue services in Charles County.
