and the specific objects for which sums were expended. They shall make no appropriation
unless they have funds on hand to meet the same. The members of the said Council shall
be jointly and severally liable for the payment of any debt created by the Council in the
absence of funds in the treasury to meet such obligation; nor in any event shall a debt be
contracted except by the concurrent vote of a quorum of the Council.

SECTION 4. The Executive Council shall, through the Secretary of the Society,
render to the Governor of the State, an annual report of its transactions, published at the
expense of the Society, which publication shall include such reports, addresses, papers
and such other matter as said Council shall deem of value to agriculture and its allied
branches.

SECTION 5. The Maryland Agricultural Society shall have power to adopt and
enforce any by-laws and rules not in conflict with the Constitution and Laws of this State.

SECTION 6. And be it enacted, That this Act shall take effect from the first day
of June, 1916.]

SECTION 2. AND BE IT FURTHER ENACTED, That the Constitution and
By-Laws of the Maryland Agricultural Society, appended to Chapter 675 of the Acts of
the Maryland General Assembly of 1916, shall be void.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 1994.

(House Bill 544)

AN ACT concerning

Carroll County - Right To Farm Ordinance - Authorization

FOR the purpose of authorizing the County Commissioners of Carroll County to adopt
ordinances or regulations and take other action to protect a person's right to engage
in agricultural operations; and requiring that, before adoption of an ordinance or
regulations or other action by the County Commissioners, the County
Commissioners hold a public hearing following specified notice procedures; and
providing for the effective date of this Act.
