(3) "Moving violation" means a moving violation of the Maryland Vehicle
Law, A MOVING VIOLATION AS DEFINED IN REGULATIONS ADOPTED BY THE
ADMINISTRATION FOR THE PURPOSE OF ASSESSING POINTS UNDER § 16-402 OF THIS
ARTICLE OR A VIOLATION OF A SUBSTANTIALLY SIMILAR NATURE REPORTED
FROM ANOTHER JURISDICTION, other than a violation of any of its size, weight, load,
equipment, or inspection provisions.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1994.

FOR the purpose of clarifying certain provisions relating to the suspension of a vehicle
registration for accumulation of parking violations; and generally relating to the

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

(a) The Administration may not register or transfer the registration of any vehicle
involved in a parking violation under this subtitle or a violation under any federal parking
regulation that applies to property in this State under the jurisdiction of the U.S.
government, if:
