Board of Governors and of the management of the Garrett County Memorial
Hospital.

BY repealing and reenacting, with amendments,
The Public Local Laws of Garrett County
Section 71-3, 71-5, and 71-7
Article 12 - Public Local Laws of Maryland
(1985 Edition, as amended)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 12 - Garrett County

71-3.

A. For the purpose of operating the Garrett County Memorial Hospital, there is
[hereby created] a Board of Governors, which shall consist of [the County
Commissioners of Garrett County and thirteen (13) other persons] 16 MEMBERS as
follows:

(1)      THE THREE COUNTY COMMISSIONERS OF GARRETT COUNTY OR
THEIR DESIGNEES. IF A COUNTY COMMISSIONER APPOINTS A DESIGNEE TO THE
BOARD OF GOVERNORS, THE DESIGNEE IS NOT SUBJECT TO APPROVAL BY THE
REMAINING BOARD MEMBERS, BUT IS SUBJECT TO REMOVAL UNDER SUBSECTION E
OF THIS SECTION.

(2)       [Two (2)] THREE persons residing in Garrett County, [one (1) of
whom shall be selected by the Board of Directors of each of the two (2) Oakland banks
and shall serve for the period of one (1) year only, unless again selected] TO BE
APPOINTED BY MAJORITY VOTE ONE TO BE APPOINTED BY EACH OF THE COUNTY
COMMISSIONERS. EACH APPOINTMENT UNDER THIS PARAGRAPH IS SUBJECT TO
APPROVAL BY MAJORITY VOTE OF THE BOARD OF GOVERNORS AT A MEETING
CONSISTING OF A QUORUM.

[(2)] (3) The President of the Town Council of THE TOWN OF Oakland OR
THE PRESIDENT'S DESIGNEE. IF THE PRESIDENT APPOINTS A DESIGNEE TO THE
BOARD OF GOVERNORS, THE DESIGNEE IS NOT SUBJECT TO APPROVAL BY THE
REMAINING BOARD MEMBERS, BUT IS SUBJECT TO REMOVAL UNDER SUBSECTION E
OF THIS SECTION.

[(3) Mrs. Lorilla F. Tower or, upon her death, resignation or failure to act,
the president of the Garrett County Chapter of the American Red Cross.]

(4) One [(1)] person [to be elected by the Garrett County Medical
Association, if there is such, or, upon its failure to function or to act in the premises,
then] WHO IS ON THE MEDICAL STAFF OF THE GARRETT COUNTY MEMORIAL
HOSPITAL AND WHO IS ELECTED by the medical staff [of the hospital, the term of such
