SECTION 2. AND BE IT FURTHER ENACTED, That this Act may not be
construed to have any effect on the County Commissioners of Garrett County serving on
the effective date of this Act, but shall be applied in the election of the next Board of
County Commissioners in 1994.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1993.

AN ACT concerning
Cecil County - Budgetary Procedure - Public Notice
FOR the purpose of specifying that the required public notice published before the
adoption of the Cecil' County budget state separately the name of each
nongovernmental, nonprofit agency receiving a grant under the budget and the
amount of the proposed grant; and making stylistic changes.

SECTION 1. BE IT ENACTED BY THE. GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article 8 - Cecil County
34-7.
In each year during the month of May the Board of Estimates prior to the adoption
of the budget shall [, after public notice (which said public notice shall also contain a copy
of the proposed budget)] hold at least two [(2)] public hearings on the proposed budget,
one [(1)] of which shall be held during evening hours. Public notice of the time and place
of [said] EACH hearing shall be [given by] PUBLISHED at least [one (1) week's notice]
1 WEEK BEFORE A HEARING in at least one [(1)] newspaper of general circulation in
Cecil County. THE PUBLIC NOTICE SHALL CONTAIN A COPY OF THE PROPOSED
BUDGET. IN ADDITION, THE PUBLIC NOTICE SHALL STATE SEPARATELY THE NAME
OF EACH NONGOVERNMENTAL, NONPROFIT AGENCY RECEIVING A GRANT UNDER
THE BUDGET AND THE AMOUNT OF THE PROPOSED GRANT. From May 1 to June 1 in
each year at least one [(1)] copy of [such] THE proposed budget shall be available for
public inspection at the office of the Board of Estimates during all regular business hours.
