4-602.

(a) In accordance with the [State" Merit System Law] PROVISIONS OF THE
STATE PERSONNEL ARTICLE THAT GOVERN CLASSIFIED SERVICE EMPLOYEES, the
Secretary may appoint and remove superintendents to supervise designated
improvements, grounds, and multiservice centers under the jurisdiction of the
Department, including those in Annapolis and Baltimore City.

(a)     (1) In accordance with the [State Merit System Law] PROVISIONS OF THE
STATE PERSONNEL ARTICLE THAT GOVERN CLASSIFIED SERVICE EMPLOYEES, the
Secretary may establish a security force to protect people and property on or about
improvements, grounds, and multiservice centers under the jurisdiction of the
Department.

5-203.

(b)     Each staff assistant in charge of a particular area of responsibility [,] and each
professional consultant[,] is IN THE UNCLASSIFIED SERVICE OF THE STATE
PERSONNEL MANAGEMENT SYSTEM AND IS appointed by and serves at the pleasure of
the Director.                                                                                             

(c)      [Unless] EXCEPT AS PROVIDED IN SUBSECTION (B) OF THIS SECTION OR
otherwise [provided] by law, the Director shall appoint and remove all other staff in
accordance with the [State Merit System Law] PROVISIONS OF THE STATE
PERSONNEL ARTICLE THAT GOVERN CLASSIFIED SERVICE EMPLOYEES.

5-405.                                                                                                         

(d)     For purposes of [the State Merit System Law] DIVISION I OF THE STATE
PERSONNEL ARTICLE, an employee transferred or exchanged under this section is
considered to continue in the position from which the employee is temporarily transferred
or exchanged.

7-109.

(a)     Each budget bill shall contain a separate section that includes:

(1) the proposed salary schedule for the [executive pay plan] EXECUTIVE
PAY PLAN established under [Article 64A, § 27(a)(2) of the Code] TITLE 6, SUBTITLE 1
OF THE STATE PERSONNEL ARTICLE, which shall be in effect for that fiscal year; and

(b)     (3) Except as provided in [the Merit System Law] § 6-109 OF THE STATE
PERSONNEL ARTICLE, the Governor may not reduce an appropriation for the salary of
[an] ANY employee in the classified SERVICE or unclassified service.
