(2) ADVOCATE THE OVERTHROW OF THE GOVERNMENT BY
UNCONSTITUTIONAL OR VIOLENT MEANS.

REVISOR'S NOTE: Chapter _____1, Acts of 1993, which enacted Division I of the

State Personnel Article"; also enacted this section, which is derived without
substantive change from former Art. 33, § 28-1(1) and (2), as those items
related to employees of local entities.

In item (2) of this section, the conjunction "or" is substituted for the former
conjunction "and" to clarify that advocating the overthrow of the government
by either unconstitutional or violent means is prohibited.

Defined term: "Local entity" § 13-101                       

13-106. PENALTY.

ANY PERSON WHO VIOLATES ANY PROVISION OF THIS TITLE IS GUILTY OF A
MISDEMEANOR AND, ON CONVICTION, IS SUBJECT TO A FINE NOT EXCEEDING $3,000
OR IMPRISONMENT NOT EXCEEDING 6 MONTHS OR BOTH.

REVISOR'S NOTE: Chapter ______, Acts of 1993, which enacted Division I of the

State Personnel Article, also added this section to adopt the penalties
specified in SP § 14-201, which apply to Title 3, Subtitle 2 of the State
Personnel Article, the State-employee counterpart to this title.

SECTION 7. AND BE IT FURTHER ENACTED, That, subject to Section 16 of
this Act, the Laws of Maryland read as follows:

8-201. SCOPE OF SUBTITLE.

THIS SUBTITLE APPLIES ONLY TO CLASSIFIED SERVICE EMPLOYEES.

REVISOR'S NOTE: This section is new language derived without substantive
change from the definition of "employee" in the second clause of former Art.
64A, § 32A(b).

8-202. PROCEDURE FOR CONSIDERING AWARDS.

(A) IN GENERAL.

(1) A CLASSIFIED SERVICE EMPLOYEE MAY ASK THE SECRETARY TO
CONSIDER GRANTING THE EMPLOYEE AN HONORARY RECOGNITION OR CASH
