THE SECRETARY IS RESPONSIBLE FOR THE BUDGET OF THE OFFICE OF THE
SECRETARY AND FOR THE BUDGET OF EACH UNIT IN THE DEPARTMENT.

(B)      ADVISORY UNITS.

THE SECRETARY MAY CREATE ADVISORY UNITS OF ANY SIZE THAT THE
SECRETARY CONSIDERS APPROPRIATE FOR THE OPERATION OF THE DEPARTMENT.

(C)      SEAL.

THE SECRETARY SHALL HAVE A SEAL.

(D)     PLANS.

(1)      THE SECRETARY IS RESPONSIBLE FOR THE COMPREHENSIVE
PLANNING OF PROGRAMS AND SERVICES OF THE DEPARTMENT.

(2)      THE SECRETARY SHALL REVIEW THE PLANS OF THE UNITS IN THE
DEPARTMENT AND MAY APPROVE, DISAPPROVE, OR REVISE ANY OF THE PLANS.

REVISOR'S NOTE: Subsections (a) through (c) of this section are new language
derived without substantive change from former Art. 41, § 9-105(a), (c), and
(d).

Subsection (d) of this section is new language that repeats the provisions of
the sixth sentence of present Art. 41, § 1-201.

In subsection (a) of this section, the phrase "each unit in the Department" is
substituted for the former phrase "other boards, offices and agencies within
the jurisdiction of the Department of Personnel", for brevity and to conform
to similar provisions elsewhere in the Code. See, e.g., SF §§ 4-204(a) and
5-204(a). Similarly, in subsection (b) of this section, the word "unit" is
substituted for the former reference to "board". See General Revisor's Note
to this Division I.

Also in subsection (b) of this section, the phrase "for the operation of the
Department" is new language added for clarity and to conform to the similar
authority set forth in Art. 41, § 1-201 regarding citizen advisory bodies.

In subsection (c) of this section, the former reference to using the seal "for
purposes of authentication" of certain documents is deleted as surplusage.

In subsection (d)(1) of this section, the reference to programs and services "of
the Department" is substituted for the former reference to those "within his
jurisdiction", for clarity. Similarly, in subsection (d)(2) of this section, the
reference to "units in the Department" is substituted for "departments and
other units ... within his jurisdiction".

Also in subsection (d)(2) of this section, the words "disapprove" and "revise"
are added to state expressly that which is implicit in the authority for
"reviewing and approving" plans.
