36.05.02.00 Services and Institutional Operations
General Fund Appropriation, provided that
$75,853 of this amount will be reduced
contingent upon the enactment of
legislation altering the method of
determining the salaries of certain
employees in educational programs at
certain State institutions and vocational
rehabilitation programs. Further provided
that $100,000 of this amount will be reduced if
Senate Bill 771 is not enacted.........................

In response to the high concentration of
campuses in the Baltimore region,
magnitude of the State's investment in
higher education in the region ($303.4
million in FY 1992, supporting State, local
and private institutions of higher education,
as well as student financial aid) and
projected minimal growth in the State's
ability to support higher education, the
budget committees direct request the
Maryland Higher Education Commission to
examine and report on issues relating to the
cost and quality of and access to higher
education in the region. The report shall be
presented by October 1, 1993 and shall be
undertaken in cooperation with the
University of Maryland System, Morgan
State University, Baltimore City Community
College, the Baltimore County Community
