education, particularly graduate and

It is the intent of the General Assembly that,
should the University of Maryland System
restructuring plan "Achieving the Vision in
Hard Times II" result in FY 1994 savings of
$2.7 million, priority be given to reallocating
those funds to the University of Maryland
College Park, Should funds become
available, the university shall reduce
enrollment for the Spring 1994 semester
from a projected 21,500 full-time equivalent
students to 20,500, either by reducing
enrollment of incoming freshmen or
transfer students. The university shall be
held harmless by substituting its loss of $2.7
million in tuition revenue with the first $2.7
million of savings from the restructuring. It
is the further intent of the General
Assembly that, in recognition of the high
academic standards at College Park, the
Maryland Higher Education Commission
work with the university to modify statewide
admission standards for transfer students.
One position shall be reduced from the budget
of Bowie State University.
