AN EMERGENCY ACT to:

(1)     amend the Germantown and Eastern Montgomery County Impact Tax District
Transportation Programs;

(2)     amend the tax schedules in the Germantown and Eastern Montgomery County
Impact Tax Districts, as of certain dates; [[and]]

[[(3) regulate the application of certain credits against impact taxes to other sites
owned by the same taxpayer;]]

[[(4)]](3)   exempt certain properties from the impact tax;

[[(5)]] (4)    clarify the availability of certain appeals from imposition of impact taxes;

[[(6)]] (5)   make other clarifying and conforming changes; and

[[(7)]] (6)   generally amend the Development Impact Tax law.

(1)     require sidewalks to be constructed or upgraded in new developments under
certain circumstances; and

(2)     generally amend the law governing the requirements for construction and
replacement of sidewalks.
