AN ACT to repeal and reenact, without amendment, the definition of "local bidder," of
Section 41-3, Definitions, to add the definition of "preference" to Section 41-3,
Definitions, of Article I, General Provisions, and to add Section 41-20.2, Reciprocal
Preference for Local Bidders, to Article III, Purchase Orders and Contracts, of
Chapter 41, Procurement, all of the Harford County Code, as amended; to establish
certain preferences for local bidders in the county's purchase of supplies and
contractual services, under certain conditions; to define certain terms; and generally
relating to procurement.

AN ACT to propose an amendment to Article V, Budget and Finance, of the Harford
County Charter, as amended, by repealing and reenacting, with amendments,
Section 524, Indebtedness, to allow for a more flexible financial structure so that the
County can enter into land installment purchase contracts to purchase easements
for agricultural land preservation purposes, and to require the submission of this
amendment to the legally qualified voters of Harford County for their adoption or
rejection, in accordance with Section 905 of the Harford County Charter.

AN ACT to add new Subsections (25) to (37) (38), to Subsection 256-33, heading
Addition Additional Parcels Included, of Article II, Joppatowne Sanitary
Subdistrict, of Chapter 256, heading, Water and Sewers, of the Harford County
Code, as amended; to provide for the inclusion of additional land in the Joppatowne
Sanitary Subdistrict.

AN ACT to repeal and reenact with amendments Section 256-39, Connection Charge, of
Article II, Joppatowne Sanitary Subdistrict, of Chapter 256, Water and Sewers, of
the Harford County Code as amended, to provide for an increase in the residential
sewerage connection charge.
