Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 1203.

This bill would define the term "emergency services" as it applies to the benefits that
health maintenance organizations (HMOs) provide to their enrollees, and would require
HMOs to develop and provide information to enrollees informing them of the procedures
to be followed for emergency services.

Senate Bill 701, which was passed by the General Assembly and signed by me on May 27,
1993, accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 1203.

AN ACT concerning

Health Maintenance Organizations - Emergency Services

FOR the purpose of requiring health maintenance organizations to develop and provide
certain specific information on the procedures to be followed for emergency services
to all subscribers and enrollees of the health maintenance organizations;
authorizing a hospital emergency facility or health care provider to collect or attempt
to collect payment from a subscriber or enrollee for health care services provided
for a condition that is determined not to be an emergency under certain
circumstances; clarifying legislative intent; defining a certain term; and generally
relating to health maintenance organizations and the provision of emergency
services.
